PECR (Privacy and Electronic Communications Regulations) is UK legislation that works alongside the UK GDPR to regulate electronic marketing, cookies and tracking technologies, telecommunications privacy, and the security of electronic communications networks. The ICO has clarified that implied consent through continued browsing is not sufficient. Consent under PECR must align with the UK GDPR’s definition: a clear, affirmative act that signifies freely given, specific, informed, and unambiguous agreement.
